Child Safeguarding
- Level 3: Â the post holder will have contact with children and/or young people either frequently (e.g., once a week or more) or intensively (e.g., four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
Background
- The humanitarian and development situation in Yobe State, northeast Nigeria, remains complex and requires concerted efforts to transition from emergency response to long-term development.Â
- In line with this, the Yobe State Government has developed a State Action Plan (SAP) on Durable Solutions, designed to guide initiatives aimed at the sustainable return, local integration, and relocation of displaced populations.
- This plan aligns with international frameworks, such as the Inter-Agency Standing Committee (IASC) Framework on Durable Solutions.
- To ensure the full implementation of the SAP on Durable Solutions and to harmonize partners’ activities with the plan, SCI with funding from SDC would engage the consultant (Durable Solutions Specialist) to provide technical support, coordination, and strategic guidance to all stakeholders involved in the implementation process.
Role Purpose
- The primary objective of this consultancy is to support the full implementation of the SAP on Durable Solutions while ensuring that all partners align their interventions with the state’s strategic priorities. Specifically, the Durable Solutions Specialist will:
- Provide technical expertise in operationalizing the SAP on Durable Solutions in Yobe State.
- Strengthen coordination structures across state and LGA levels with key stakeholders to ensure that all interventions are aligned with the SAP.
- Strengthen government capacity in implementing, monitoring, and reporting on the SAP.
- Facilitate engagement with key stakeholders, including government agencies, humanitarian and development actors, and community structure.
- Identify gaps, challenges, and opportunities for enhancing durable solutions programming in Yobe State.
In collaboration with the Durable Solution Secretariate, the Durable Solutions Specialist will ensure that all Durable Solution projects across the States are aligned with the State Action Plan (SAP) on Durable solutions.
Ket Areas of Accountability
- The Durable Solutions Specialist will work closely with the Yobe State Government, UN agencies, INGOs, NGOs, and other stakeholders to ensure an integrated and well-coordinated approach to durable solutions. Key tasks will include:
Technical Support & Advisory:
- Provide strategic and technical guidance to the Yobe State Government and partners in the implementation of the SAP on Durable Solutions.
- Ensure that the SAP aligns with national and global durable solutions frameworks and guidelines.
- Develop tools, frameworks, and guidelines to enhance the implementation and monitoring of SAP.
- Conduct regular assessments to inform strategic adjustments and ensure adaptive programming.
Coordination & Stakeholder Engagement:
- Support the Durable Solutions Technical Working Group (TWG) in Yobe State to enhance coordination.
- Facilitate multi-stakeholder coordination and engagement to promote synergy among actors.
- Organize and participate in key coordination meetings, workshops, and consultations to ensure effective stakeholder engagement.
Capacity Building & Institutional Strengthening:
- Conduct capacity-building sessions for government officials and partners to deepen understanding of durable solutions principles and approaches.Â
- Strengthen government and partner systems on data collection and reporting mechanisms for tracking SAP implementation.
Monitoring, Evaluation, and Learning (MEAL):
- Develop and implement a robust M&E framework to track the progress and impact of the SAP implementation.Â
- Conduct field assessments and evaluations, producing reports with actionable recommendations.Â
- Contribute to the development of learning mechanisms that feed into the design and improvement of durable solutions programming.
Advocacy & Resource Mobilization:
- Support advocacy efforts to mobilize resources for SAP implementation.
- Develop policy briefs, reports and advocacy materials to strengthen engagement with the government, donors, and other relevant stakeholders. Â

Qualification, Experience and Skills
Essential:
The ideal candidate should possess:
- Advanced degree in International Development, Humanitarian Affairs, Social Sciences, Public Policy, or a related field.
- At least 7 years of experience in humanitarian response, durable solutions, displacement management, or related areas.
- Strong expertise in policy development, coordination, and capacity building.
- Experience working with government institutions, UN agencies, and NGOs in conflict or post-conflict settings.
- Knowledge of Northeast Nigeria’s displacement context and durable solutions frameworks.
- Excellent analytical, communication, and report-writing skills.
- Experience working in a multi-cultural setting is an asset.
- Fluent in English and any other local language will be an advantage.

Role Purpose
- The Child Protection Coordinator with the support of the Technical Advisor plays a key role in developing strategy, partnerships and providing oversight on day-to-day project implementation.Â
- The coordinator will provide technical support to the Child Protection component of the BHA project in Borno state within the Save the Children country program.
- S/he will oversee the project activities, ensuring effective planning, implementation and monitoring at the field level.
Scope of Role

Key Area of Accountabilities
- The Child Protection will be responsible for supporting designing and following up with the technical aspects of the project implementation, strengthening the referral system as well as providing capacity building, and technical expertise.
- The Child Protection coordinator is the key member of the Child Protection team, expected to possess proven project delivery capacity, effective team management, partner management and integration of CP programming in other sectors.
- S/he must have a strong background and knowledge on child rights, child protection integration, and CP system strengthening. Â
- The post holder will assure quality of programming, adequate coordination and communication on CP activities as well as ensure that SCI support meet the inter-agency guidelines for referrals and the minimum standards for child protection and Gender Based Violence in humanitarian actions.
- In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
- Ensure quality delivery of programme activities, for example, monitoring against log frames, budget forecast and reporting and monitoring on the Budget.Â
- Preparation of timely programme and donor reports for child protection project activities in compliance with internal and external requirements.
- Working closely with Save the Children’s CP team, contribute lessons learnt and best practice experiences from the project inform SC’s strategic planning and the design of future programming strategy and direction, including funding proposals
- Participate in regular meetings with government, local authorities, partners and other stakeholders to draw lessons, share experiences and monitor progress of the project.Â
- Ensure effective coordination and collaboration with key stakeholders and partners at field level – NGOs, civil society organizations, community groups, and others

- Post-graduate, Master or equivalent in Nutrition, health, public health, or related field.Â
- At least 8 years’ experience in leading the design and implementation of humanitarian and development programs in Health and Nutrition.Â
- Direct experience in planning, implementing, and measuring the impact of health, hunger reduction, or other related programs including designing pathways to sustainable impact at scale.Â
- Successful track record of developing large-scale proposals ($ Im and above) and securing funding from donors.Â
- Clear commitment to, and experience of, developing and coaching staff, combined with the ability to give direct actionable feedback.Â
