Job Description
- These strategic locations have allowed NRC greater reach from the north and south parts of the North-East and North Central region and allowed NRC to contribute to bridging the gap between humanitarian aid and development cooperation, including by focusing on equitable access to basic services and strengthening the rights of displaced people and returnees. In addition to the Country Office and the above-mentioned Area Offices, NRC has sub-office structures in Dikwa, Monguno, Biu, Mubi, Pulka, and Gwoza.

- If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic, passionate and Experienced Protection from Violence Team Leader Nigeria Mubi to join our team in Area South, Adamawa State.
Role and Responsibilities
Generic responsibilities:
- Management of project staff.
- Implement plan of action for delegated portfolio of Protection from Violence projects (activities, budget and project documentation).
- Day to day follow of progress in project implementation.
- Ensure compliance with NRC policies Protection from Violence tools, handbooks and guidelines.
- Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
- Promote and share ideas for technical improvement.
- Prepare periodic progress reports and other documents.
- Ensure capacity building of project staff and transfer key skills.
- Liaison and collaborate with relevant local authorities and stakeholders.
- Promote the rights of IDPs/returnees in line with the advocacy strategy.
Specific responsibilities:
- Daily management and supervision of Protection from Violence case management staff.
- Support protection case management staff through the provision of technical support and guidance, including approval of case plans and sign-off on cash and in-kind assistance. Ensure that staff implement and respect best-practice and international standards in protection case management.
- Understand and follow up on activities and assess progress of implementation, provide solutions and report issues when needed.
- Oversee awareness raising activities and support the development of messaging.
- Oversee selection and management of implementing partners (community-based organisations and community committees).
- Develop and maintain effective working relationships, including service as referral focal points, with relevant stakeholders including partner agencies, community leaders and service providers, and maintain up-to-date service map and agreed referral protocols with partnering agencies.
- Oversee case management (including follow up on referrals and action plans) and support services provided to case management clients.
- Manage individual protection cases, including maintaining strict protocols for confidentiality and consent.
- Update case files on individual developments, following NRC data management protocols and ensuring beneficiary data is protected.
- Carry out protection from violence case management in line with NRC Protection Case Management guidelines and tools, including conducting intake and assessment, creating and implementing client-centred case plans, following-up on case plans in a timely manner.
- Provide psycho-social support to case management clients, as needed.
- Regularly monitor and evaluate the quality of activities & security and protection policies being implemented.

Competencies
Professional competencies:
- Experience from working a Protection from violence project implementation position in a humanitarian/recovery context.
- Previous experience from working in complex and volatile contexts.
- Documented results related to the position’s responsibilities.
- Knowledge about own leadership skills/profile.
- Fluency in English, both written and verbal.
Context related skills, knowledge and experience:
- Knowledge of the context in Northeast Nigeria
- Knowledge of the local language (Hausa and Fulani).
- Experience with start-up, exit or similar.
- Experience with protection case management (general protection case management preferred, GBV or CP case management acceptable).
- Experience in conducting community outreach.
- Previous training in psycho-social support.
- Well-developed organizational skills.
- Experience working with case management and IPA databases.
- Good knowledge of data protection standards.
- Experience in managing teams is a plus.
- Understand rights and protection issues of target populations, experience working with IDPs, Refugee and Returnee populations is an advantage.
- Proven communication, interpersonal, and representation skills.
- Level of knowledge and practice with Word, Excel, Outlook, etc. required.

More About the Role
- The purpose of the Institutional Strengthening Advisor is to improve the Ministry of Rehabilitation, Reconstruction, Reintegration and Humanitarian Services (MRRR&HS) capacity to deliver on durable solutions through strengthening the functional and structural systems to coordinate and manage solutions for displaced persons in Adamawa state.
What You Will Do
- You will be responsible for providing specialist advice and guidance to the State Ministry of rehabilitation reconstruction, settlement and Humanitarian services (MRRR&HS) in ensuring that optimal programme strategies, structures, systems and resources are in place.
- You will also provide advisory support, technical oversight, and capacity building to MRRR&HS in relation to structural review and system functioning, ensuring the effective management of the structure and strategy.
What You Will Bring
- Continue an in-depth institutional capacity assessment of MRRR & HS to surface areas of strengths and gaps for capacity enhancement initiated under the project by preceding NORCAP secondment.
- Conduct a mapping of MRRR & HS peer Ministries, Departments and Agencies (MDAs) in Adamawa State to clearly curve out a distinct mandate for MRRR & HS to optimise inter-ministry synergies and minimise duplication and role conflict.
- Support MRRR & HS review and align the staffing structure to the core function and durable solutions mandate for the commission.
- To lead MRR&HS to develop development of functional systems for Durable solutions information gathering and dissemination.
- Retrospectively reflect and document the achievements of MRRR & HS to map out its distinct contribution to durable solutions programming in Adamawa State.
- Map out the key stakeholders and coordination fora for MRRR & HS in Adamawa State.
- Facilitate MRRR & HS to develop a four-year strategic and operational plan for the implementation of mandate within Adamawa State.

Responsibilities
Generic Responsibilities:
- Ensure adherence to NRC policies, tools, handbooks, guidelines, and donor requirements including strict adherence to the Code of Conduct and Child Safeguarding Policies.
- Prepare plans based on proposals, log frames, and budgets.
- Implement activities in coherence with project documents.
- Prepare regular reports and other documents to capture project progress and achievements.
- Represent NRC and coordinate with government, partner, and education stakeholders.
- Provide capacity building for staff and contractors.
- Identify and share ideas for improvement of the Education program.
Specific Responsibilities:
- The Education Officer is responsible for supervising implementation and monitoring of project activities in the field, managing Education Assistants, and reporting progress to supervisors.
- Plan and implement program activities in compliance with project log frame, budget, work plan, proposal, NRC, donor and humanitarian practices, and guidance provided by the Education Manager or Coordinator and Education Specialist
- Develop and apply work plans, procurement plans, and spending plans to ensure on-time implementation of project activities
- Contribute to monthly, quarterly, and annual internal and external reports
- Formally or informally identify capacity development needs for Education staff and contractors, identify or provide training and follow-up mentoring.
- Oversee the work of Education Assistants, identify capacity building needs and provide technical and administrative support and mentoring as needed.
- Supervise the collection of data including baseline.
- Ensure that all necessary documents and means of verification for all activities are captured and stored electronically.
- Oversee recruitment and procurement processes in coordination with Education Assistants and NRC’s Human Resources and. Procurement units and follow up as necessary.
- Represent NRC to government authorities and ensure that all project activities are done in coordination with the government.
- Engage and coordinate with government authorities, communities, community leaders, parent groups, school management, and other organizations implementing education activities including the Education in Emergencies Working Group and implementing partners.
- Ensure effective coordination with NRC’s Shelter, WASH, Information Counseling and Legal Assistance (ICLA), Camp Coordination and Camp Manager (CCCM), Monitoring and Evaluation, Protection and Compliance units.
- Supervise and submit needs assessment, data collection and submission and collection of documentation and verification of project activities.
- Any other task relevant to the position as requested by the line and/or technical manager.
Qualifications
- Bachelor’s Degree in education, development, management or a related field with a master’s degree preferred.
- At least two years experience working with a national or international NGO or United Nations agency in the Northeast of Nigeria.
- At least one year of experience managing program staff and implementation in the field with experience in education preferred.
- Documented results related to the position’s responsibilities
- Understanding of data collection and analysis and documentation of results
- Experience mobilizing communities and interacting with government education authorities
- Analytic and computer skills including Word, Excel, Outlook and PowerPoint
- Fluency in English, both written and oral required.
- Context specific skills, knowledge and experience:
- Understanding of the education context and humanitarian and development response in northeastern Nigeria, with specific experience in North-East Nigeria preferred.
- Fluent spoken Hausa language, with other local languages an advantage
- Experience with non-formal and vocational education and support to formal education preferred
- Documented experience working with local government authorities and IDP, returnee and host communities
- Experience with budgeting, procurement and recruitment of staff and contractors
- Understanding of humanitarian, development and protection standards and their application in the field
